Choosing a Manufacturing Location in Gujarat Starts With Your Cluster

A good place to start is the industry that already surrounds a location. Over the years, Gujarat’s industrial belts have grown into fairly distinct clusters. Sanand, Becharaji and Halol are home to much of the state’s auto and engineering base. Dahej, Ankleshwar and Panoli hold a large share of its chemical and pharma capacity, and Mundra, Kandla and the wider Kutch region suit export-heavy and bulk operations.

Locating inside the cluster that matches your industry gives you a support system you would otherwise have to build yourself. Your suppliers are usually a short drive away; it’s easier to hire technicians who have worked on similar production lines, and local service providers already know the kind of equipment you run.

That doesn’t mean a plant outside its cluster can’t succeed. Companies often choose a different belt because the land or rent is cheaper, and that can be the right call. It simply helps to know what you’re giving up in exchange, so the saving is a deliberate decision rather than a surprise later on.

Logistics: Where Material Comes From and Where It Goes

Once you know which belts suit your industry, the next thing to look at is how goods will move in and out of the plant. Distance from the highway is usually the first figure people mention, and while it matters, it only tells you part of the story.

Inbound and Outbound Routes

What matters more is where your raw material comes from and where your finished goods need to go. A plant that imports components through Mundra and supplies OEMs around Ahmedabad, for example, needs a very different location from one that ships its products out through Hazira. This is why the ports at Mundra, Kandla, Hazira and Dahej, along with the Western Dedicated Freight Corridor, have such a strong influence on where heavy and export-oriented units are set up.

As a general rule, if most of your volume moves in one direction, it makes sense to place the plant closer to that end of the route. If your inbound and outbound volumes are roughly equal, a site somewhere between your suppliers and your customers may serve both better.

The Last Mile

The stretch between the main road and your gate is easy to overlook when you’re studying a map, but it affects every delivery. A site might be only two kilometres from NH-48 and still cause problems if the approach road is too narrow for a fully loaded trailer, or if it floods during the monsoon. Before you finalise a site, it’s worth driving that road yourself and asking neighbouring units what it’s like in July.

Site Checks That Decide the Shortlist

When a belt and a route make sense, the next step is to make sure the individual site can actually be used for your purpose. These are the checks where rushing tends to cost the most, so they’re worth doing early.

Land and Zone Status

You’ll be familiar with the standard checks: whether the land sits in a GIDC estate or is privately held, its NA status, whether industrial use is permitted, and whether the title is clear. The real issue is timing. These checks are often left until after a site has been chosen, by which point the plant layout is already being drawn, and nobody wants to start again. To avoid that, we complete these confirmations in-house before a property reaches your shortlist, and you’re always welcome to commission an independent search of your own.

Consent Category and Effluent

In our experience, consent issues cause the most expensive surprises. Not every industrial zone can host every category of unit, and some areas don’t allow red-category processes at all. If you only discover this after committing to a site, the project can be held up for months.

Effluent needs the same early attention. If your process produces significant effluent, find out whether a CETP serves the area and whether it has spare capacity for your unit. In belts such as Ankleshwar and Dahej, the answer to that one question can decide which sites stay on your list.

Utility Timelines

Utilities are easy to tick off as available, but availability and timing are not the same thing. Being told that power is available is very different from being told your HT connection will be ready by March. The lead time for a power connection, the sanctioned load, the water allocation and, for process industries, access to a gas pipeline all decide when you can actually start production. So when you compare sites, ask for timelines rather than simple yes-or-no answers, and get them in writing wherever possible.

People and Space

The last two factors are about how the plant will run in the years after you move in. Because they don’t affect the move itself, they often get pushed down the list during a quick search, yet they shape your costs for a long time.

The Labour Catchment

Access to skilled workers is one of the strongest reasons to choose an established belt. The trade-off is that mature belts also have more companies competing for the same people, which pushes wages up and makes it easier for staff to leave when a neighbouring unit starts hiring.

Newer locations can offer a more stable workforce at a lower cost, although you’ll usually need to spend more time on training. Whichever way you lean, think about where your workers will live and how they’ll get to the plant for the first shift.

Room to Grow

A shed that fits today’s production line exactly can start to feel tight within a few years. That’s why it’s worth looking at expansion options before you sign, such as adjacent land, a second phase in the same park, or a plot with space to extend. At this stage, they’re still options you can plan around. Later on, they become negotiations.

Ready Shed or Built-to-Suit?

Once you’ve settled on a location, the next decision is how you’ll occupy the space. A ready shed on lease is the quicker route, since you can move in and start production sooner. Local owners generally ask for a minimum lock-in of around three years, and in our experience, rent increases by 5% each year.

A built-to-suit facility is a better fit when you’re planning for the longer term, or your process has specific requirements, such as heavy floor loads or a particular crane height.
